The owner's session of 2026‑08‑13 adopted every open decision in TB‑4 §16, recovered the real palette, rebuilt the funding model downward, and turned up two defects that were not on any register: the campaign cannot say the map's name, and the four presentations collide with the taxonomy. The plan does not change. Four of its numbers do, and two of its sequences do.
Eight values in TB‑4 are now wrong. Each row below carries the source that supersedes it, so the correction can be argued with rather than absorbed.
Register §2a holds the real map names as [IMPLEMENTATION‑ALIAS — not for publication], and §8‑9 is recorded CONFIRMED. Six occurrences sat in visible brand‑book copy. Public canon‑layer term: the principal city. District 04‑L and sector S‑22 are unaffected.
C‑12 holds a five‑stage taxonomy — exposed / incubation → symptomatic → progressed → critical → terminal. The artifact has four plates. Calling them "Stage I–IV" creates a second official term, which Rule T‑R1 makes an owner act. No asset may name a stage until it is ruled.
DOC‑01 names R. Odehire, Gang 9, as supervisor. Not in the register. Kept out of public copy until the owner decides whether he becomes anything.
Register entry B‑03 — [OWNER-DECISION 08-01 — locked as the canonical opening] — describes the Second Bloom opening incident, and the ten documents are that entry dramatised. Brennick is the contaminated filter, Aumarie the dead animals, Sarrow the researcher who spots the resemblance. Register entries for these people are therefore ratifications inside a locked owner decision, not new character canon — which is a materially smaller act than D4 was written as, and it should be sequenced as one.
D2 was never a choice between three systems. The real palette existed and had been mislaid; it was recovered from the 08‑07 partner delivery and is now the working system. Seven colours, two of which carry meaning rather than mood.
The accent had to clear Assurance Green as well as Restricted Red, because green already means verified / within limit in this system and an action colour that reads as a status colour breaks both. Index‑tab teal was rejected for sitting ΔE 16.8 from it — close enough to be misread as a verdict.
Buttons and links. Nowhere else. Two instances of one colour, one per ground. It never carries severity, state or emphasis — the two meaning‑bearing colours own those, and every additional job given to the accent takes one away from them.
Applied on this sheet: the Invert control and every link. Nothing else on the page is blue.
Two large corrections moved in opposite directions and mostly cancelled. Withdrawing the 20% tax provision returned about thirteen points; fulfilment, which had been understated three separate ways, took slightly more than that back. The net effect is small and it is downward — which is the useful part, because the two errors it is made of were each large enough to have broken the plan on their own.
The two middle rows are derived. The brief states the +13‑point tax gain and the 42.8% endpoint; the fulfilment delta is what closes the arithmetic between them. The three fulfilment understatements are itemised in TB‑FIN‑01 and are not restated here. Rail scale 0–60% of pledged.

Still open, and it moves the whole model. Three print quotes remain the long pole — they block the $28,000 itemisation and the $75 tier simultaneously. Owner‑only: track, do not attempt.
The owner elected on 2026‑08‑13 not to engage an accountant. The model's tax line is marked unverified and carries nothing at all. 42.8% is a pre‑income‑tax figure and has to be stated that way wherever it is used. Recorded in the workbook; not re‑litigated here.
TB‑4 built sprint 1 on the plates, because there are thirty‑seven of them and they are finished. That was the wrong spine. R1 — the AI disclosure — is the campaign's highest‑severity risk, and the plates are its entire surface. The documents are hand‑made, they are the stronger material, and they carry no exposure at all.
Rebuilt around the documents, nine of sprint 1's twelve weeks carry zero generative‑AI exposure. The same move takes D4 and the unresolved stage question off the critical path, because a document does not have to name a stage to be published.
Count, not sequence. Which weeks carry the plate drops is assigned in TB‑SPR‑01 and is not restated here — this bar states the proportion only.
Three quarters of R1's pre‑launch surface, without changing the disclosure obligation itself. The disclosure is still made early, plainly, in publisher voice, and in the owner's own words — it simply stops being the thing the cadence is built on.
The stage question and D4 leave the critical path. Sprint 1 can shoot on Aug 21 whether or not the owner has ruled, because none of the nine document weeks asserts a taxonomy.
All of it. Twelve Reading scripts, twelve member drops, twelve beat sheets, twenty‑one captions, the K+10 end‑card and the Discord pin. Sprint 1 is now a shoot and an edit, not a write.
Eight of these are absolute and four are new since TB‑4. They are listed as prohibitions because that is how they are enforceable — a rule you can check an asset against before it is scheduled.

The brand book was rank 5 in the sources of truth and was flagged as carrying the alias defect until this correction was applied. It has now been applied to the deck sources, which are what the site is built from. Three of the six are fixed outright, one needs a name from the owner, one routes to K1, and the zone register's alias column has been withheld rather than renamed — the mapping is not the brand book's to hold.

The zone register's second column has no canon‑layer term. "The principal city" names the city, not the holdings, so "Los Santos Holds" needs a replacement name before that table can be published in any form. Until then the column is withheld, not renamed — an empty column is honest, a guessed name becomes a second official term.
The Platform · FiveM · GTA V line is a platform‑and‑IP question, not a copy question, and it belongs in the single counsel packet with the D5 disclosure wording, K1‑1 / K1‑2, and the model‑IP question. The question is written. It is not answered here and must not be.
Arabic 1–37 is the library index; roman I–IV is the in‑world clinical series. Two systems, both correct. The apparent conflict between them was not one — the real conflict is between four presentations and five stages.
Calling the plates "Stage I–IV" creates a second official term against C‑12, and creating an official term is an owner act. No asset may name a stage until the owner rules. Everything from sprint‑1 week 12 onward inherits whichever way it goes, which is why it sits first on the partner canon lane — and why the document‑led rebuild in §4 matters: the nine document weeks ship regardless.
The server is built by a separate autonomous pipeline on a VPS — a builder, an independent cross‑family reviewer, Gate B runtime evidence, Gate C sign‑off, auto‑merge and a watchdog, working a dependency‑ordered backlog. This lane reads that pipeline's state and never writes to it. The repo is the interface; there is no dashboard.
Drafts and plans. The owner approves. Every public asset passes a register check before it is scheduled, and nothing goes external before K1 closes.
Stretch goals only
$52K → clinical & infection systems corresponds to the pipeline's infection backlog — WI‑008 / WI‑009 and the frozen medical tier‑B contract. If the campaign promises a feature, write it down and hand it to the owner to route. Do not build it.
A frozen contract in docs/contracts/ is binding; a dossier is vision, not spec. Where a contract and the register genuinely collide — stop and escalate. Do not reconcile by assumption.
The implementation lane is serialized — one builder, one FXServer, one licence. A concurrent run trips a rate limit and breaks someone else's run.
Not zr_*, not the work‑item cards, not the kernel, not the Gate B harness, not the db bridge. Never git add -A — the lanes interleave.
No table, event prefix or rank. Surface the need; the owner sequences the freeze, one co‑signed row at a time.
3D and model production is now this lane's, it has not started, and it should not start first. The honest read is that it does not move the launch gate, because the launch gate is followers.

FiveM streams native RAGE formats, so whatever is authored has to land as .ydr / .ydd / .yft / .ytd in a resource's stream/ folder. The current mainstream authoring path is Blender with the Sollumz add‑on, with CodeWalker as the standard companion for inspection and map work; peds are their own problem, needing the drawable dictionary, the skeleton/fragment and the texture dictionary, and respecting the ped rig rather than being an arbitrary mesh. None of that is the decision. Eight things have to be locked explicitly by the partner and owner:

Routed to counsel with K1, not decided in this lane: custom assets for GTA V sit directly on the unresolved IP boundary that K1‑1 and K1‑2 exist to resolve. Put the model‑IP question in the same counsel packet as the D5 disclosure wording rather than opening a second conversation.
Three lanes, run in parallel. The partner canon lane blocks work downstream of it, the campaign lane is unblocked and should be moving now, and the owner‑only lane is tracked rather than attempted. Nothing here publishes; all of it is buildable behind the gate.
Publisher voice. An /about page and a start‑here page. Neither needs the print quotes, so neither waits on the long pole. Copy is not yet written — this is the first thing to write.
Six occurrences, three dispositions. Applied to the deck sources this session — §6. Two items return to the owner: the zone name and the platform line.
Capture page · per‑document archive URLs · email platform · Chapter Zero PDF · unlisted Discord · claim every handle. Claiming a handle is not publishing, so none of this waits on K1.
The writing is done. Aug 21 is a copy‑stand session, a recording session, an edit, and a register‑check pass. Six production days across the sprint.
Four plates against C‑12's five. Everything from week 12 inherits it. First, because it is the only one with a downstream queue behind it.
P‑01 Brennick · P‑02 the presentations · P‑03 Plate IV's withdrawal. Register‑grounded and already drafted in TB‑D4 Rev. 3. Ratifications inside a locked decision, not new canon — sequence them as such.
The handoff calls her the closest thing the dossier has to a protagonist, and she is entirely unwritten. Week 20 is currently planned around Brennick. On the evidence she is the stronger asset — decide before week 20 is built, not after.
A canon‑layer name to replace "Los Santos Holds," which is blocking §6 item 4. And decide whether the third unregistered person becomes anything at all.
Still the long pole. Blocks the $28,000 itemisation and the $75 tier, and it is the one live variable in TB‑FIN‑01. Three vendors, not one.

The single hard blocker on everything external. K‑day target 2026‑09‑30. Every date in TB‑4 phase 1 shifts with it one‑for‑one and loses nothing.
